Whether serving the local neighborhoods, responding in moments of crisis, or building trust through community-oriented policing, Gabby believes that the key to success across Racine starts with strong relationships, mutual respect, and a responsibility to do what’s right.Beyond the badge, Gabby is a mother, coach, dedicated community organizer and fierce advocate for marginalized communities. Gabby is the founder and executive director of <a href="https://racinecountyeye.com/2025/09/03/joy-at-benner-beats-hunger-last-day/" target="_blank" rel="noopener noreferrer">Benner Beats Hunger</a>, a food insecurity initiative that provided over 3,200 nutritious summer meals to Racine families in Summer 2025, and is expanding the program in 2026. She is also the Board Chair for <a href="https://haloinc.org/">HALO</a>, Racine County’s only homeless shelter, where she guides operations and fiscal management. Gabby has led and leads various initiatives to support youth development, expand access to critical resources, and unite residents across different backgrounds across southeastern Wisconsin.From organizing community conversations and mentoring programs to spearheading partnerships with local schools, nonprofits, and faith-based groups, Gabby works tirelessly to amplify community voices and create lasting, sustainable change in the city because she truly believes that strong communities are built from the ground up.

Strong collaboration between public, private, and nonprofit sectors will create a more resilient workforce, economy, and society. We don’t have to start from scratch. By adopting proven ideas from other communities and tailoring them to Racine’s needs, we can implement solutions that work.

City services feel inconsistent, public spaces are underutilized, and opportunities to showcase our community to locals and tourists are being missed. Too many residents feel that basic city services and community spaces are falling short.Quality of life is not a luxury—it’s the foundation of a strong, thriving city.My approach to improving the quality of life will focus on delivering a city government that our community deserves. We will invest in:<ul><li>Efficient, Responsive, and Effective Municipal Services: Life is stressful and your city’s services shouldn’t add to that. Reliable trash pickup, snow removal, and routine street maintenance are not nice-to-haves, they are essential to a thriving city.</li><li>Clean, Safe, and Well-Promoted Parks and Public Facilities: Public spaces that foster community pride and connection. Our parks and facilities should be clean, safe, and something we’re proud of.</li><li>Invest in Tourism: Neighbors travel north and south for tourism, overlooking all that Racine has to offer. When families lack secure housing, economic opportunity, and access to support systems, communities become more vulnerable to crime, instability, and long-term disinvestment.My approach to affordability addresses the root causes of insecurity through coordinated and practical action. We will:<ul><li>Strengthen Social Support Networks: Expand access to essential services for residents who are currently underserved. This includes improving connections to job training, healthcare, childcare, mental health services, and transportation. The City of Racine continues to face one of the highest unemployment rates in Wisconsin. Too many residents are impacted by wage stagnation and low labor force participation, limiting economic mobility and long-term stability for families. Addressing these challenges requires a focused strategy that connects people to good-paying jobs and strengthens pathways into the workforce. Racine has already made important investments through workforce development grants and training programs designed to prepare residents for in-demand careers.My approach to jobs and economic growth prioritizes the continuation of these programs to continue, expand, and be better coordinated to ensure residents can access them. We will prioritize:<ul><li>Workforce Development and Access: Strengthen and sustain existing workforce grants and training programs while closing access gaps that prevent residents from participating. This includes improving outreach, coordination, and support services.</li><li>Pathways to Employment: Align workforce programs with local industry needs to ensure training leads directly to stable, family-supporting jobs.</li><li>Union Growth and Skilled Trades: Support policies that strengthen labor unions and expand opportunities in skilled trades, ensuring workers earn fair wages and benefits.</li></ul>Good jobs are the foundation of a strong community. By strengthening unions and supporting a program similar to Milwaukee’s Resident Preference Program (RPP), we can prioritize local workers, grow a skilled workforce, and ensure economic development benefits Racine residents first. Investing in people, expanding access, and supporting fair wages will move Racine toward a more inclusive and resilient economy.

A lack of streamlined accountability for property owners has allowed these problems to persist, placing unnecessary strain on public safety resources.My approach to public safety prioritizes prevention, accountability, and collaboration. We will prioritize:<ul><li>Community-Oriented Policing: Expand initiatives that strengthen relationships between law enforcement and the communities they serve, with a proven focus on reducing violent crime and increasing trust.</li><li>Enforcement of Problem Properties: Implement stricter and more consistent enforcement measures for nuisance and vacant properties, ensuring property owners are held accountable for maintaining safe conditions.</li><li>Collaborative Public Safety Efforts: Foster partnerships among law enforcement, local agencies, and community shareholders to disrupt intrusive public gatherings and reduce disorder, while creating more accessible and responsive channels for residents to report concerns.</li><li>Integrated Support Services: Increase the use of trained professionals working alongside law enforcement to address non-criminal issues such as public intoxication, behavioral health crises, and quality-of-life concerns.</li></ul>My campaign is committed to support and expand evidence-based strategies aimed at reducing violent crime. Many Racine Unified School District (RUSD) families face significant barriers, including inconsistent access to support services, economic hardship, and difficulty meeting basic needs such as housing, food, and healthcare. In addition, ongoing financial constraints within the district have limited its ability to respond effectively. Recent low rankings across Wisconsin state report cards reflect serious challenges that go beyond the classroom. These ratings are not simply a measure of academic performance—they highlight deeper, systemic issues affecting students and families. When students are struggling outside of school, it directly impacts their ability to succeed inside the classroom.My approach to improving education outcomes addresses the full picture of a student’s life. We will:<ul><li>Strengthen District-City-County Partnerships: Create a coordinated support system for families between schools, city, and county agencies.</li><li>Integrate Wraparound Services: Leverage community organizations and local nonprofits to expand support, including mental health care, food assistance, housing support, and after-school programming—directly into school communities, without overburdening school staff.</li><li>Make Information Clear: Establish clear processes for collaboration between RUSD and local government to ensure families can easily access the resources they need.</li><li>Focus on Long-Term Sustainability: Advocate for sustainable funding solutions to stabilize the district and ensure long-term success, while accounting for the current student body population and immediate needs of students and families.</li></ul>Education works best when responsibility is shared. Our community deserves a Racine where everyone can live safely, thrive, and prosper.”Hood brings more than a decade of leadership experience across multiple fields. She has worked in the skilled trades as a certified electrician and business owner, served as a police officer in the Community Oriented Policing (C.O.P.) Unit, and built a strong reputation as a community advocate through her nonprofit and civic work.She is the founder and executive director of Benner Beats Hunger, an initiative addressing food insecurity that provided more than 3,200 nutritious meals to Racine families during the summer of 2025, with plans to expand further in 2026.
